Commissioning support
Public art consulting & commissioning.
Make the next decision clear.
Public art consulting helps a commissioning organization turn an ambition into a brief, a decision process and an agreed next phase. We can scope support for municipalities, nonprofits and private hosts that need to connect artist selection with funding, site planning and organizational approvals.
Start here if several people hold parts of the project but no shared brief exists, or if an emerging idea needs a clearer path through selection and approval. A proposed scope can cover one decision or a defined planning phase; its boundaries are agreed first.
Who this service is for.
Public agencies, nonprofit boards, campuses and development teams whose project crosses several departments or decision-makers. Start before requesting artist proposals when possible, so artists can respond to a coherent opportunity with defined expectations.
Choose the right starting point.
Choose commissioning support when the challenge is organizing the project: who decides, what they need to decide and what must happen first. A curation scope can sit within that process. Procurement advice, legal work, design approvals and technical services remain with the appropriately appointed parties.
A proposed scope
What the work can produce.
A commissioning brief
Bring together purpose, audience, site, intended duration, funding assumptions and deliverables. Identify requirements that are fixed, questions that remain open and information an artist would need to respond meaningfully.
A decision sequence
Map the choices between initial research and an agreed next phase. Identify the decision-maker, required information and approval dependency at each point, including where community input or specialist advice belongs.
A coordination scope
Outline meetings, documents, review responsibilities and unresolved actions for the agreed phase. Make clear which work belongs to the host, artist, advisers and any separately appointed production team.
Who needs to be involved.
The commissioning organization retains authority over its procurement, appointments and expenditure. Its own legal, procurement and technical advisers address requirements within their roles. Artists develop and authorize their proposals. BAP’s support responsibilities and limits belong in the agreed engagement.
Decision point
Agree the brief and authority before seeking commitments.
A useful next phase has a named decision-maker, a defined output and a basis for approval. Research and planning do not guarantee a grant, an artist appointment, a procurement outcome or delivery of a completed work.
A documented example
GSA: connect the art process to the building process
GSA’s Art in Architecture program describes selection by a panel that includes arts, client, civic, community and architectural perspectives. Commissioned artists work with the design team, and art schedules are coordinated with the associated building project. GSA Art in Architecture program ↗
The transferable planning question is who needs to be involved before an artistic decision constrains a building decision. GSA’s federal procedure is a documented example, not the procurement rule for every city, nonprofit or private development. Your organization establishes its own applicable process.

Before you begin.
What does a public art consultant help organize?
Depending on the agreed scope, support can include the brief, artistic research, selection criteria, review meetings, decision records and coordination questions. The proposal should state what is delivered and which decisions remain with the client, artist or specialists. Consulting does not automatically include construction or acquisition.
Do we need a full budget before a first conversation?
You can begin with an unknown or provisional budget if you label it clearly. Identify who controls funding, what costs it must cover and any conditions on its use. Early planning can define the cost categories and decisions needed before a funding range becomes a committed project budget.
Can you write our RFP or choose the artist for us?
A scoped engagement can support preparation of an artist brief and selection framework. The commissioning organization retains authority over its procurement, published requirements, appointments and expenditure. Any drafting, review or panel role must be explicitly agreed and aligned with the organization’s process.
