How the program works

Qualifications can precede paid design proposals

The 2026 Ingleside Police Station brief documents a staged process: a qualifications panel creates a pool, an artist review panel selects finalists, and those finalists receive $3,000 to develop concepts after an orientation. Proposals then receive public comment before further panel and commission approval. The September 11 application date has passed. As procurement history, the brief shows why an initial portfolio application and a later, site-specific proposal require different preparation.

Big Art Partners planning question

Does the application ask for evidence of capability, or has the artist reached a paid proposal stage?

Existing sculpture loans have a distinct cost structure

The Patricia’s Green 2026 brief sought a previously fabricated sculpture already in the Bay Area for a loan of at least one year. Its $30,000 ceiling includes transport in both directions, engineering, insurance, installation, maintenance and removal; the loan fee is capped at 20% of the total. The September 21 deadline has passed. The brief describes this as the final SFAC-administered cycle for the foreseeable future, so it should not be presented as an automatically recurring placement.

Big Art Partners planning question

Can the complete loan lifecycle fit the budget without treating transport, maintenance or removal as unfunded extras?

Acquisition and new sculpture use different review decisions

The commission’s April 2022 minutes record two different routes. For Transbay Block 3 Park, a review panel recommended four artists to develop sculpture proposals. For the 49 South Van Ness office building, it shortlisted artists whose existing two-dimensional works might be purchased, with stakeholders to identify specific pieces afterward. These are historical examples, but they clarify the distinction between selecting a practice to design something new and identifying an existing artwork to acquire.
