The published ordinance specifies a six-member panel: two members appointed by the Juneau Arts and Humanities Council, two by the Assembly, one by the manager and one representing the user department. Assembly approval is final; the panel cannot contract for the city.

Project-dependent policy. The city-published excerpt reserves at least 1% of qualifying construction costs for facilities with substantial public use and estimated cost at least $250,000; land, design, administration and equipment costs are excluded, as are listed facility types.
