Program context & project planning
How the program works
Separate park ambitions from awarded commissions
Clearwater’s 2022–2028 strategy recommends a landmark at Coachman Park’s entrance and a specialist committee to help select proposals. These are planning recommendations; the document alone does not establish a currently funded artist contract or an open procurement.
Which recommendations have a funded procurement and confirmed selection schedule?
Rotating sculpture needs a collection plan
The same strategy proposes temporary sculpture between the amphitheater and waterfront, periodic permanent commissions and attention to evening viewing. Its proposed annual allocation is a planning figure. A delivery brief should distinguish loan rotation, acquisition, lighting and future removal.
Who would fund rotation, care and removal between exhibitions?
Coachman Park already contains site-specific work
The city records Naomi Haverland’s Clear Water Wonders as a 2024 mural at the park’s bluff near the main library. Its waterfront-facing placement demonstrates an artwork integrated with the route into the park. A new proposal should account for these existing works and sightlines.
