How the program works
The Spark followed a national selection
Sparks reports that Jim Gallucci's The Spark was selected from 142 national submissions after community engagement and review by its Arts and Culture Advisory Committee. Council approved a $125,000 design, fabrication and installation contract in February 2024; the sculpture was installed in March 2025.
What evidence will the next selection panel require from a delivery team?
Placement and funding had geographic limits
The Spark occupies the former fountain site on Victorian Avenue, replacing temporary artwork. The city identifies a mix of federal, public-art and Victorian-area room-tax funds, with the room-tax contribution restricted to that district. The precedent links site reuse with funding eligibility.
Do funding restrictions permit the intended location and site alterations?
The gallery serves local wall-based exhibitions
The City Hall foyer program specifies a roughly 12-by-seven-foot wall accommodating four to ten works, with six-month displays for artists living or working in Sparks. Its published September 2026 application date has passed. Artists handle sales directly; the gallery is a different route from permanent outdoor commissioning.
