Documented selection route
The Davies RFQ with an elapsed listed deadline used CaFÉ with no application fee for US professional artists; undergraduates and specified staff/panel families were excluded. The commission budget is $225,000 all-inclusive. Separately, three finalists were offered $3,500 each including all travel, without separate travel reimbursement. The source does not establish whether finalist stipends are deducted from that commission budget. Panel recommendations go to RISCA Council. These are documented Davies terms, not universal future rules.
