How the program works
Unsolicited loans require funding and a public review route
Chattanooga publishes a pathway for donations, loans and exhibition proposals on city property or in the public right of way. Unsolicited proposals must already be fully funded. The city asks applicants to check property ownership and arrange an informational meeting before submitting. Review considers siting, safety, durability and the resources needed for preservation. This is a placement-approval route that an artist or sponsor can research, not a promise that the city will fund a proposed sculpture.
Is funding secured for the proposed display, and has the actual property owner agreed to explore the site?
Define the display term and removal plan early
Chattanooga distinguishes temporary projects lasting less than 90 days from longer temporary or permanent installations. Its proposal checklist includes installation and maintenance details, a budget, supporting permissions, a timetable and an end date with a removal or maintenance plan. The city generally requests applications six weeks before the intended start. These requirements make a temporary sculpture proposal more useful when it addresses the complete display lifecycle rather than the opening event alone.
What happens at the end of the display, and which party funds and executes that plan?
Community panels connect proposals to municipal oversight
Public Art Chattanooga describes project-specific selection panels that include arts and design expertise, community and business representatives, and city participants. Panels recommend artists to the Public Art Commission. The city also documents permanent commissions and past rotating sculpture exhibitions, including Art on the Riverwalk with the Mid-South Sculpture Alliance. As of October 10, 2026, the page says no public-artist calls are open; its project history should be read as precedent, not an invitation.
City-managed artist selection, with Public Art Commission project approval.
