The opportunity

Permanent, site-specific three-dimensional sculpture or functional artwork at the new Bladensburg Road NE entrance near 28th Street NE. Exterior-grade, vandal/weather-resistant, low-maintenance construction must stay within the designated area and off the public sidewalk. Phase 1 uses a statement, résumé and portfolio through CaFE (15–17 images and up to three videos); up to five finalists develop design proposals. Vendor questions are due October 29, 2026; Phase 2 proposals January 14, 2027 at 5 PM EST; anticipated award January 29 and completion about July 1, 2027. Final site dimensions and technical constraints are supplied to finalists.

Who can apply

Qualified professional artists and artist-led teams nationally; one submission per artist/team. DC, Maryland and Virginia residents receive an additional evaluation point. A Small Business Enterprise participation goal applies at Phase 2, with requirements to be provided to finalists. Required insurance and a two-year workmanship/materials warranty apply.

Funding & costs

Firm fixed price of $330,000 for the entire project, including artist fee (no more than 20% of the offeror’s proposed total), design and up to two revisions, engineering/architectural services, permits, fabrication, concrete base, lighting, shipping, travel, insurance, overhead, installation, a public talk and community engagement. Up to five Phase 1 finalists each receive a $3,500 design-proposal stipend; the text does not explicitly state how those stipends relate to the awarded project total.

One Phase 2 evaluation criterion names the Central 14th Street neighborhood, although the project’s site description concerns Bladensburg/Woodridge/Langdon/Gateway. Ask the issuer to clarify that criterion; this call is separate from Northern Bus Garage.
