New permanent three-dimensional civil-rights-themed relief or constructed panels on one or both MLK Library brick entrance walls. Initial selection uses past work and interest statements, not a submitted concept. Painted murals and polytab applied directly to a wall are excluded; the City FAQ permits polytab as part of mixed-media/sculptural work. Installation is planned for November 2027.
Experienced professional artists 18+, individuals or teams, with no geographic limitation; some preference for artists in or connected to the Sacramento Valley or North Sacramento, with additional consideration for South Sacramento connections.

Named costs include design, engineering, permits, artist fee, travel, fabrication and installation.
