Define what the panel decides
Denver’s 2024 Performing Arts Complex RFQ gave its panel a role in site review, criteria, application review and finalist interviews. Its recommendation then went to additional city bodies and the mayor for final approval. [1]
Big Art Partners recommends a written panel brief naming the decision being made, the authority receiving the recommendation and any later review. Confirm the organizer’s applicable process with its responsible staff before invitations go out. State whether panelists select a shortlist, recommend an artist or assess a developed proposal. Record which questions belong to the artist, technical advisers or site owner so participants understand how their work feeds into the next decision.

Bring the necessary perspectives into the room
Portland’s 2026 Plaza Projects call described a review panel of arts professionals, client representatives and community members. It asked the panel to review applicants’ images, qualifications and other material before recommending artists. [2]
BAP recommends identifying the knowledge needed for the specific project: artistic practice, the place and its users, commissioning context and the host’s operational needs. Give community members the same usable information and preparation time as other reviewers. Agree the chair or facilitator, attendance expectations, compensation arrangements and any non-voting advisory roles. Have the organizer explain its rules for conflicts, confidentiality, public records and communication with applicants, rather than inventing a universal panel policy.

Use criteria that reviewers can apply to evidence
BAP recommends translating the published project goals into a short review sheet before opening applications. For each criterion, describe the evidence reviewers should look for and leave space for a reason, not only a score. Walk through the distinction between a personal preference and a judgment supported by the submitted material. Agree how missing information, eligibility questions and technical concerns will be referred to staff. Avoid adding new criteria midway through review. If the organizer needs to change the process, ask its responsible staff to determine and document an appropriate route.

Separate artistic evaluation from technical follow-up
Winnipeg Arts Council describes a technical review after its selection committee’s recommendation. That review considers feasibility, maintenance and logistics; the guide explicitly distinguishes it from aesthetic evaluation and final decision-making. [3]
BAP recommends giving finalists equivalent project information, presentation instructions and time for questions within the organizer’s agreed process. Record which proposal questions need an artist response and which need professional assessment. A promising idea with an unresolved detail should produce a clear question and responsible reviewer. Have the facilitator capture the panel’s reasons and differences of view. Keep specialist advice attached to the relevant issue so it can inform development without being mistaken for a new artistic brief.

Record the recommendation and communicate the outcome
BAP recommends preparing a decision record that identifies the reviewed material, criteria, panel participation, recommendation and remaining conditions. Ask the authorized organizer to confirm how the result will be communicated to applicants and what feedback can be shared. Keep a dated copy of the final record and the approved next assignment for the selected artist. Schedule a short process review with panelists to identify avoidable barriers or unclear instructions. If no applicant is recommended, document the reasons and have the organizer decide the next step through its own approved procedure.
